CIRCULAR
The following shall be the minimum rates of wages in the employment of Agriculture in the state of West Bengal as per Labour Department Notification number 461-MW/2W-02-2008 Dated 22.09.2011 These rates will be effective for the period from 01st July, 2017 to 31st December, 2017.

The classification of employees is as follows:-

Unskilled Workers: All types of workers involved in sowing, weeding, harvesting, winnowing, threshing including Munish Mali and helpers on Agricultural field; Semi-Skilled Workers: Workers involved in ploughing (Langla), transplanting, head mali, supervisor; Skilled Workers: Workers involved in power tilting, tractor driver and persons handling machines relating to ploughing and other cultivation work;

(a)There will be only one rate of minimum wage for the whole of West Bengal; (b) To arrive at daily rates,monthly rates will have to be divided by 26 and to arrive at weekly rates, daily rates will have to be multiplied by 6; (c) A normal working day shall consist of eight and half hours of work including interval for half-an-hour for rest; (d) One day in any period of seven days as may suit the local convenience shall be the day of weekly rest; (e) The minimum rates of wages include the wages for weekly day of rest. Payment for work done on the day of weekly rest and for work done beyond the normal working hours shall be double the ordinary rate of wages; (f) Where the existing rates of wages of any employee based on contract or agreement or otherwise are higher than the rates notified herein, the higher rates shall be protected and treated as minimum rates of wages applicable for the purpose of this notification to such employees; (g)The minimum rates of wages are applicable to employees employed by contractors also; (h)The minimum rates of wages for disabled persons shall be same as payable to the workers of appropriate category; Contd……..P/2.

(i) The men and women employees shall get the same rates of wages for the same work or work of similar nature; (j) The minimumrates of wages and Variable Dearness Allowance, if any, both constitute the minimum rates of wages and shall be enforceable under the Minimum Wages Act, 1948 (11 of 1948); (k)Where the practice of payment partly in cash and partly in produce is prevalent, the total value of produce supplied plus the cash wages paid shall not be less than the minimum wages.

N O T I C E

The employers of the different Factories, Commercial Establishments, Plantations, Motor Transport Undertaking, Hotels, Restaurants, Public Entertainment and Amusement Establishments are required to deposit half-yearly contribution to this Board. Besides, Unpaid Accumulation for wages, Bonus and Gratuity accumulated for three years to be deposited. The amounts may be deposited by cash/draft/money order/cheque to be drawn in favour of Welfare Commissioner, West Bengal Labour Welfare Board within 15th January and 15th July every year as per West Bengal Labour Welfare Fund Act, 1974. Non payment of Statutory dues is punishable with imprisonment or fine or both.

NOTICE – SCHOLARSHIP/STIPEND

West Bengal Labour Welfare Board will allow sons and daughters of the employees who are contributing to the West Bengal Labour Welfare Fund. Scholarship/Stipend for the course from Higher Secondary, Post Graduate, Medical, Engineering & Diploma Courses approved by this Board.

Conditions for Scholarship - i. Yearly income of the contributing employees shall not be exceeding Rs.1,80,000/- only, ii. Minimum 65% marks in Madhyamik Examination, iii. Minimum 55% marks in Higher Secondary and above examination (Relaxation of 5% marks for students whose guardian/father/mother are residents and employed in North Bengal).

Conditions for Stipend - i. Yearly income of the contributing employees shall not be exceeding Rs.72,000/- only, ii. Pass in examination of the Board/University.

Candidate may apply in prescribed form which will be available on production of marksheet from:- a. Head Office of the Board at above mentioned address; b. Regional Office, Siliguri, Dagapur Complex, P.O. - Pradhan Nagar, Siliguri, District Darjeeling; c. All Labour Welfare Centres of the Board; d. From the office web-site of the Board (www.wblwb.org).

Candidates who are continuing the courses should apply freshly in the prescribed form for Scholarship/Stipend for each subsequent year of the course. Recipients of Scholarship/Stipend from any other sources will not be eligible for the Scholarship/Stipend of the Board.

Last date of receiving application - 28th February, 2017.

Holiday Home:- West Bengal Labour Welfare Board runs Holiday Homes at Digha, Bakkhali, Puri, Darjeeling and Gangtok. Workers/Employees from contributing families can enjoy the Holiday Homes at a very nominal rate. Others also may avail these facilities on a different rate. There are also Rest Rooms at Head Office, Regional Office at Siliguri and Hasimara at Alipurduar. Booking may be made from Head Office and Regional Office at Siliguri.

2. In this regard, please find enclosed copy of Memorandum of Understanding (MoU) signed between EPFO and HUDCO on 22.06.2017. HUDCO will facilitate implementation of the Housing Scheme jointly with EPFO through their various field offices. The same is forwarded for taking necessary action for re-payment of EM Is regarding loan granted by the HUDCO to the PF members and to disseminate the information regarding Credit Linked Subsidy Scheme  (CLSS) under Pradhan Mantri Awas Yojna (PMAY).

3. In the workshops/seminars etc. organized by the field offices of EPFO, a representative from HUDCO Niwas Regional Offices may be invited to explain in detail about subsidy (CLSS) under PMAY so that eligible PF members can avail the subsidy.

  1. There are a number of State Housing Boards or other authorities owned by the Government which construct and sell houses. In certain cases their houses remain unsold. Considering this, it is advised that RPFCs-incharge of ROs should contact all such Housing Board/authorities in their jurisdiction and persuade them for allotment of such unsold houses directly to the PF Workers' Cooperative Societies but EPFO shall not recommend or be associated in the agreement with any particular housing agency/housing society. RPFCs should also discuss the issue with PF Workers' Union and employers of establishments for formation of cooperative societies so that the concerned society may also negotiate with such Housing Board/ authorities.
  1. Accordingly, it is advised that provisions of paragraph 68-BD of EPF Scheme, 1952 be given due focus and publicity by all such possible means in the interest of the workers.
