ORDER: 

NOTIFICATION 

1.WHEREAS on considering the prevailing Covid-19 pandemic scenario and as per the directives of Government of India, Ministry of Home Affairs, State-wide lockdown/restrictions was enforced throughout the State with effect from 4.00 A.M. of 10.05.2021 to 31.12.2021, in order to control the spread of COVID-19. 

2. The Hon'ble Chief Minister has conducted a review meeting with Ministers and officers to evaluate the Corona prevention activities, considering the spread of COVID-19 Omicron variant and the Medical expert's opinion on the mass public gathering at a place and at a time during festival season. 

3. Now, based on the Directives issued by the Ministry of Home Affairs, Government of India, the proposal of the Principal Secretary/Commissioner of Revenue Administration is accepted and the Government hereby order to extend the existing restrictions up to 10.01.2022 under Disaster Management Act, 2005 with following restrictions: 

  1. Existing restrictions on Public gathering in Social, Cultural and Political Congregation will continue. 
  2. Play Schools and Nursery Schools (LKG, UKG) will not be permitted to function. 
  3. The direct classes for 1st to 9th standards in all the schools will not be permitted till 10.01.2022. 
  4. All exhibitions and Book fairs to be conducted shall be postponed

All the following permitted activities in existence shall continue with further restrictions: 

  1. Classes from oth to 12th Standards in the Schools, Colleges and Polytechnic Institutions shall be permitted by following the Standard Operating Procedure (SOP).
  2. As far as religious worship places are concerned, the existing guidelines shall continue.
  3. Only 50 per cent capacity of dine-in facility in Hotels, Lodges, Bakeries, Guest Houses and Dormitories shall be permitted to operate. Entertainment Park/ Amusement Park shall be permitted to function with 50 per cent capacity. Marriage and Marriage related gathering shall be permitted with guests not exceeding 100. Funeral/Last rites gathering shall be permitted by not exceeding 50 persons.
  4. The Textile and Jewellery Shops owner should ensure that the customers not exceeding 50 per cent at a time shall be allowed. Recreation Clubs shall be permitted to function by allowing Gymnasium, Games and Restaurants alone with 50 per cent customers at a time.
  5. Gymnasiums and Yoga Training Centres shall be permitted with 50 per cent customers at a time.
  6. In Public Transport buses, the passengers shall be permitted to travel not exceeding the seating capacity.
  7. In Metro Rail, the passengers shall be permitted to travel not exceeding the 50 per cent seating capacity. Multiplex/Cinemas/Theatres shall be permitted to function with a maximum of 50 per cent seating capacity.
  8. The Sports competitions shall be permitted in the open space Playgrounds by following Standard Operating Procedure. Indoor Stadia shall be permitted to function for conducting sports competitions with 50 per cent spectators by following Standard Operating Procedure. Beauty Parlour, Salons and Spas shall be permitted with 50 per cent customers at a time.

All allowed activities in existence shall continue to be permitted with existing restrictions. 

General 

  • Those who are above the age of 60 years and have not taken vaccination are more prone to be infected by Omicron virus, therefore they are requested to be vaccinated. 

  • Those who have taken the first dose and not completed the second dose of vaccination are requested to be vaccinated immediately. 

  • Shops shall have mandatory hand hygiene (hand sanitizer with dispenser), Thermal screening at the entrance. Management shall ensure that the workers and customers wear face masks compulsorily. The employees and owners of the commercial establishments should be vaccinated compulsorily. 

  • All shops and establishments shall ensure that the doors and windows are kept open for cross ventilation. In order to ensure social distancing norms, more number of persons shall not be allowed at a time inside the shops.

i) 'Test- Track- Treat- Vaccination- Covid-19 appropriate behaviour' principle shall be strictly adhered to. 

ii) In order to contain the spread of Covid-19, the Containment Zones shall be demarcated upto Micro Level and the containment measures including vaccination to the people in this area shall be initiated by the District Collectors and the Local Bodies as per the Standard Operating Procedures. 

iii) Within the demarcated Containment Zones, containment  measures shall be scrupulously followed, as under: 

Only essential activities shall be allowed in the Containment Zones.

No activity, except medical emergencies and supply of essential goods and services shall be permitted.

There shall be intensive house-to-house surveillance by surveillance teams formed for the purpose. 

• In order to control the spread of Covid-19 the regulations are monitored and violators will be imposed with fine.  

4. Though the spread of Covid-19 is under control in the State, taking in to account the spread ofCOVID-19 Omicron variant, the Commissioner, Greater Chennai Corporation, the District Collectors and Local bodies should ensure the preventive measures in public places are to be scrupulously followed. Industries, Commercial establishments and Private Institutions are also to be monitored for preventive measures of Covid-19. 

5. The public are requested to be careful and avoid moving to crowded places and to wear face mask and maintain social distance without fail during the upcoming festival season by following preventive measures 

6. The Commissioner, Greater Chennai Corporation/ District Collectors and Commissioners of Policel Superintendents of Police concerned shall take all necessary measures for the strict enforcement of National Directives for Covid-19 management viz., wearing of face masks, hand hygiene and social distancing, screening & hygiene, frequent sanitization of entire workplace etc., and adherence of the Standard Operating Procedures issued for the permitted activities. The Commissioner, Greater Chennai Corporation/ District Collectors concerned may initiate penal action for imposing fines on persons violating the National Directives. 

7. Any person violating these measures will be liable to be proceeded against as per the provisions of Section 51 to 60 of the Disaster Management Act, 2005, besides legal action under Section 188 of the IPC, and other legal provisions as applicable.
