Subject:-Matter of extension of policy on interim arrangements for approval of hazardous waste disposal units in case of SOP not followed according to the Central Pollution Control Board.

Provision for obtaining authorization under Rule 09 from the Pollution Control Board before reuse of hazardous waste by an industrial unit under Hazardous and Other Waste Rules 2016. If the SOP is prepared by the CPCB for this purpose, the Board followed the prevailing procedure and gave an amendment in the authorization to the industrial unit for the use of hazardous waste. But in cases where SOP is not prepared for the use of hazardous waste, an interim policy has been formulated by the Board to allow on a temporary basis for the purpose of facilitating the industry to recycle traditionally hazardous waste. Circular dated 13-12-2017 from Office Order No. G.P.C.P./HEZ Board Unit J.N. 611-430401. Whose duration is repeatedly extended till 30-06-2021 by appropriate order

Due to the situation of Covid-19, the CPCB could not make enough SOP. In such circumstances, the CPCB has formulated an interim policy for the industry which traditionally consumes hazardous waste until sufficient SOP is prepared, the duration of which needs to be extended from 30-06-2021 to 15-01-2022.

Units which have applied under Rule-09, HOWMR-2016, to make SOP for consumption of hazardous waste should be allowed to complete trial run in the presence of CPCB and GPCB in the above period.

Thus, the policy regarding this interim arrangement will be implemented till 15-01-2022 with the above condition. All are requested to take note. Approval at the competent level to extend the duration of this policy has been obtained from the file number of the Hazardous Waste Cell in GPCB / HAZ-JN-666.
