Hi friends, I'm witnessing below notice on WhatsApp university since yesterday which sought that Delhi government on Tuesday declared a public holiday on November 20.
"Chhath Puja is an important festival for the people of NCT of Delhi. Accordingly, Government of NCT of Delhi, has decided to declare November 20, 2020 as a public holiday on account of 'Chhat Pooja," said Delhi government in order."

 Same update I read in different online news paper like

The Delhi Disaster Management Committee (DDMC) has ordered that Chhath Puja will not be held at any public place this time due to the COVID-19 outbreak

I tried to check detail on DDMC website - by it is not working & then I moved to government official website to check the validity of flying notice on Chhath Puja holiday at Delhi, which is signed by deputy chief minister Manish Sisodia, but no record observed Delhi Government official Website on http://web.delhi.gov.in/wps/wcm/connect/doit/Delhi+Govt/Delhi+Home/Orders

If we try to analysis our-self on the authenticity of said notice 
1- Below Correspondence is mere a statement  
2- This is not been expressed by the virtue of public holidays u/s. 25 of Negotiable Instrument act 1881
3- Through this order copy the department concerned has been asked to issue a necessary notification for it (highlighted in Yellow)


  
Thus in my opinion if a company want to declare it as per their normal Schedule Holiday under National and Festival Holidays Act or under Shops & Establishment Act then only their employees can enjoy Chhath Puja as a Holiday, else it may be treated as normal working day. 


Thus in case if the company had already made a correspondence to the department that on the occasion of Chhath Puja there shall be official holiday & if any employee work by the permission of it's employer then only said employee can take benefit of Double the wages or comp-off as the Act.

Note - Due to Covid pandemic, the Delhi government has banned the celebration of Chhath Puja in public places like ponds, riverbanks so that people celebrating the festival are protected from COVID-19
