Coronavirus : Employer Seeking Loophole in GOI Advise

In mid of COVID19 Crises, Government of India had asked Ministry of Labour & Employment to assure no employer shall terminate or reduction in wages of an employees due to Covid-19.
Coronavirus: The Economic Impact Of COVID-19 On IndiaThe World is facing a catastrophic situation due to outbreak of COVID-19 and in order to combat this challenge, coordinated joint efforts of all Sections of the Society are required. In view of the above, there may be incidence that employee's/worker's services are dispensed with on this pretext or the employees/workers are forced to go on leave without wage/salaries. 

Managing this crisis is the process of managing an unexpected event that threatens to put an individual/stakeholder at risk. Depending upon the type of business an individual/stakeholder is engaged in, a crisis can be of various types.

Yes, the Notice No. M-11011/08/2020-Media, is seems to be an advisory note. Due to which certain group of employer are argue it's not mandatory.

Well, one have to follow the instruction, guidelines or advise given by Government of India during this COVID19 crisis.
State of Maharashtra, Karnataka & Telangana had given lucid notification using it's legitimate power in public interest to all the employer for not terminating, reducing wages & paid holiday, similarly other state are also doing.

Now, question arise - Why State Government are using it's legitimate power in public interest & and nudging employer to follow Government of India advise not terminating their employees, particularly casual or contractual workers from job or reduce their wages. Even if any worker takes leave, he should be deemed to be on duty without any consequential deduction in wages for this period. Further, if the place of employment is to be made non-operational due to COVID-19, the employees of such unit will be deemed to be on duty.

Because not only the our country but the entire world is facing a catastrophic situation due to outbreak of COVID-19 and in order to combat this challenge, coordinated joint efforts of all Sections of the Society are required
In view of the above, there may be incidence that employee's/worker's services are dispensed with on this pretext or the employees/workers are forced to go on leave without wage/salaries
If employer practice such act of termination, wage hold, partial pay or reduction shall invite challenge to the Nation Economic Crises, which shall defeat the purpose 'Lockdown' & 'Janta Curfew' invited by Government of India. Do such practice shall not be in favour of the country & this shall breach for putting Nation & the citizen of India in danger. All the efforts made by Government of India to fight against Coronavirus shall get hammered. 
So, In view of public interest & Indian Economy stability it is necessary for employer to follow the guidelines, instruction & advices given by the Government of India & followed by the state government

There is a new notice from home ministry on 29 which directs ( not advise) the companies to not deduct the salaries.
