Minimum Wages Revised - Central Sphere Establishment w.e.r 1 October 2019

Revised rates of minimum wages for various scheduled employment in Central Sphere Establishment with effect from 01.10.2019 as per circular dated 23.9.2019 issued by Chief Labour Commissioner (Central), New Delhi

1. Minimum rates of wages including the basic rates and variable dearness allowances payable w.e.f. 01.10.2019 to the employees working in Agriculture will be as under: (Notification No.186 (E) dated 19.1.2017) 








(ii) The minimum rates of wages per day for employees employed in various mines with effect from 01.10.2019 (Notification No.S.O.2413 (E) dated 28.7.2017)







(iii) Minimum rates of wages per day for the construction or maintenance of roads, runways or in building operations including laying down underground electric wireless, radio, televisions, telephone, telegraph and overseas communication cables and similar other underground cabling work, electric lines, water supply lines and sewerage pipe lines with effect from 1.10.2019 (Notification No.188(E) dated 19.1.2017)


(iii) (a) CENTRAL GOVERNMENT RATES PER DAY W.E.F 01.10.2019 (*)










(iii) (b)-STATE GOVERNMENT RATES PER MONTH W.E.F. 01.07.2019 to 31.12.2019 (*)









Note- Where both Central and State Govt. has fixed the minimum rates of wages, the rates of wages whichever is higher will be applicable. 

(iv) Minimum rates of wages including the basic pay and dearness allowances payable with effect from 01.10.2019 for the workers engaged in stone breaking and stone crushing- Notification No.S.O. 189(E) dated 19.1.2017)














4. The workers employed on minimum guaranteed time rate of wages per day would be entitled to time rate of minimum wages plus special allowance, if any, for unskilled category of above ground workers revised from time to time by the central Government in respect of scheduled employment in stone mines. of wages showing the basic rates and variable dearness allowances payable w.e.f. 01.10.2019 to the employees "EMPLOYMENT OF SWEEEPING AND CLEANING EXCLUDING OHIBITED UNDER THE EMPLOYMENT OF MANUAL SCAVENGERS AND CONSTRUCTION OF DRY LATRINES (PROHIBITION)ACT, 1993" would be as under: (Notification No.S.O.190(E) dated 19.1.2017)












(vi) Minimum rates of wages showing the basic.rates and variable dearness allowance payable w.e.f. 01.10.2019 to the workers engaged in WATCH AND WARD (without arm) would be as under: (Notification No.S.O.191(E) dated 19.1.2017)










(vii) Minimum rate of wages showing the basic rates and variable dearness allowance payable w.e.f. 01.10.2019 to the workers engaged in WATCH AND WARD (with arm) would be as under: 


Rates of wages plus VDA per day
Area  -   Basic wages (Rs) + VDA (Rs) = Total 
Area 'A' - 693.00 + 104.00 = 797.00
Area 'B' - 637.00 + 96.00 = 733.00 
Area 'C' - 579.00 + 87.00 = 666.00

(viii) Minimum rates of wages per day for employees employed in loading and unloading in. 

(i) Good-sheds, parcel offices of Railways 
(ii) Other Good-sheds, Godowns, Warehouse and other similar Employments 
(iii) Docks and ports and 
(iv) Passengers Goods and cargo carried out at Airports (Both International and Domestic) would be as under w. e. f. 01.10.2019. (Notification No.5.0.192(E) dated 19.1.2017) 







Explanation-  The minimum rates of daily wages payable to an employee employed on daily wages shall be computed by dividing the minimum rates of monthly wages fixed for the class of employees to which he belongs by the number of 26 days, the quotient being stepped up to nearest paisa.
