The Ministry of Corporate Affairs (MCA) on August 28, 2019, has published, Notification No. G.S.R. 603(E), the Companies (Incorporation) Seventh Amendment Rules, 2019 to further amend the Companies (Incorporation) Rules, 2014. It will come into force from the date of its publication in the Official Gazette. As per the Companies (Incorporation) Fourth Amendment Rules, 2018 published on December 18, 2018, a new form that is ‘RD GNL-5’ and changes to ‘RD-1’ have been introduced.
Now, MCA vide this Notification, have substituted the Forms RD-1 (Form for filing application to Regional Director) and RD GNL-5 (Form for filing addendum for rectification of defects or incompleteness).

2019 S.O. 3147(E).— In exercise of the powers conferred by sub-section (2) of section 1 of the Motor Vehicles (Amendment) Act, 2019 (32 of 2019), the Central Government hereby appoints the 1st day of September, 2019 as the date on which section 1 of the said Act shall come into force.
