The Department of Promotion of Industry & Internal Trade (DPIIT) Ministry of Commerce & Industry, released the Business Reform Action Plan (BRAP) 2019 which consists of 80 reforms in regulatory process, policies, practices & procedures spread across 12 reforms area.
As a part of ease of doing business in the Karnataka state & in Compliance Business Reform Action Plan (BRAP) 2018 issued by the Government of India, implementation of Action Point 42 was proposed pertaining to labour Department which recommends to eliminate renewal of registration under Shops & Establishment Act, 1961. In this connection a review meeting with regards to the implementation of reforms under Ease of Doing Business - BRAP 2019 was conveyed on 24 April 2019 under the Chairmanship of Chief Secretary, Government of Karnataka.
In proceedings read at above (1.) status of implementation of Action Point 42 was reviewed & it was suggested to the department to propose for elimination of the renewal requirement under Shops & Establishment Act & consider issuing a Government Order/Executive Order in this regards so that reform can implemented well within time. Parallely, the department may propose for the amendment & may follow up for the amendment of rules.
In the letter read at above (2) the Labour Commissioner proposed the Government may eliminate the renewal of registration under the Karnataka Shops & Commercial Establishment Act, 1961 & the registration of the establishments under the Act henceforth may auto renewed after the submission of Self Certification & Payment of fees online through department portal.
After careful examination of the above proposal the Government here by pass the following orders.

The Government of Karnataka hereby order to eliminate the existing system of renewal of registration under the Karnataka Shops & Commercial Establishment Act, 1961 and the registration of the establishments under Act hence forth shall be auto renewed after the submission od self certification & payment of renewal fees online through the department portal.
