Sub:- Gazette Notification on amendments in EPF, EPS and EDLI Schemes Implementation of Draft Benefit Transfer through electronic mode.

Sir/Madam,
Please find enclosed copies of the above said notifications issued by the Ministry of Labour & Employment on amendments in paragraph 72(5)(e) of Employees' Provident Fund Scheme, 1951 paragraph 33 of Employees' Pension Scheme, 1995 and paragraph 24(3) of Employees' Deposit Linked Insurance Scheme, 1976.
2. The notifications shall come into effect from the date of its publication in the Official Gazette. As per the amendments, all the payments may be made to the beneficiaries through electronic or digital fund transfer system only.

NOTIFICATION
New Delhi, the 4th May, 2017
[PART II-SEC. 3(i)]

G.S.R. 436(E).-In exercise of the powers conferred by section 5 read with sub-section (1) of section 7 of Employees' Provident Funds and Miscellaneous Provisions Act, 1952 ( 19 of 1952), the Central Government hereby makes the following Scheme further to amend the Employees' Provident Funds Scheme, 1952, namely:
l. (1) This Scheme may be called the Employees' Provident Funds (Sixth Amendment) Scheme, 2017.
(2) It shall come into effect from the date of its publication in the Official Gazette.
2. In the Employees' Provident Funds Scheme, 1952, in paragraph 72, in sub-paragraph (5), for clause (e) and the proviso thereto, the following shall be substituted, namely:
"( e) The payment may be made to the person, to whom payment is to be made, through electronic or digital funds transfer system of any Scheduled commercial bank or any post office."

Note: The Employees' Provident Funds Scheme, 1952 was published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), vide notification number S.R.O. 1509, dated the 2"d September, 1952 and last amended vide notification number G.S.R. 404(E) dated the 25th April, 2017.

NOTIFICATION
New Delhi, the 4th May, 2017

G.S.R. 437(E).-In exercise of the powers conferred by section 6A read with sub-section (1) of section 7 of Employees' Provident Funds and Miscellaneous Provisions Act, 1952 ( 19 of 1952), the Central Government hereby makes the following Scheme further to amend the Employees' Pension Scheme, 1995, namely:
1. (l) This Scheme may be called the Employees' Pension (Amendment) Scheme, 2017.
(2) It shall come into effect from the date of its publication in the Official Gazette.
2. In the Employees' Pension Scheme, 1995, for paragraph 33, the following shall be substituted, namely:
"33. Disbursement of pension and other benefits.- (1) The Commissioner shall, with the approval of the Central Board, enter into arrangement for the disbursement of pension and other benefits under this Scheme with disbursing agencies like post office or nationalised banks or Treasuries or scheduled commercial banks including regional rural banks or co-operative banks through electronic or digital funds transfer system.
(2) The Commission payable to the disbursing agencies and other charges incidental thereto shall be met as provided in paragraph 27 of the Scheme."

G.S.R. 438(E).-In exercise of the powers conferred by section 6C read with sub-section (1) of section 7 of Employees' Provident Funds and Miscellaneous Provisions Act, 1952 ( 19 of 1952), the Central Government hereby makes the following Scheme further to amend the Employees' Deposit-Linked Insurance Scheme, 1976, namely:

1. (I) This Scheme may be called the Employees' Deposit-Linked Insurance (Amendment) Scheme, 2017.
(2) It shall come into effect from the date of its publication in the Official Gazette.
2. In the Employees' Deposit-Linked Insurance Scheme, 1976, in paragraph 24, for sub-paragraph (3), the following shall be substituted, namely:
"(3) The payment may be made to the person, to whom payment is to be made through electronic or digital funds transfer system in any Scheduled commercial bank or any post office."
